What are the differences in the old and new concepts on the constitutionality of electronic surveillance? How do these differences affect policing?

The differences in the old and new concepts on the constitutionality of electronic
surveillance are that the old concept was based on the person's property interest in
the place being searched and items being seized. The new concept is based on the
person's expectation of privacy in the place being searched and items being seized.
These differences are important in that under the new concept the Fourth
Amendment protection has become portable, meaning its protections accompany
people wherever they go and not just in the privacy of their homes.
