Answer to Question 1

It appears that theft-related crimes are the product of careful risk assessment. This includes the assessment of many environmental, social, and structural factors. It appears that targets are picked based on the payoff they yield, their availability, and the chances the offender will be apprehended. Drug use is also controlled by rational choice. Users often start using drugs because they believe the benefits are perceived to outweigh the risks. Dealers also approach their crimes in a rational manner, viewing their activities as businesses. Violent criminals appear to select targets that are vulnerable and defenseless. Victims can also be chosen to reduce the risks of detection or to send a message.
