o States by organizing crimes known to the police.
The Federal Bureau of Investigation (FBI) relies on voluntary participation of
o local law enforcement agencies.
Three basic measurements include number of persons arrested; number of
o crimes reported by victims, witnesses, or police themselves; and number of officers and support law enforcement specialists.
