Answer to Question 1

Answer: Answer should include discussion of how inmates are entitled to accusation of crime, investigation, a hearing to determine guilt, and then a sanctioning (much like our court process).

Answer to Question 2

Answer: Answer should include information regarding how inmates who improve their behavior and participate in programs can obtain more privileges and be moved to lower security facilities. In addition, the needs of an offender can change, which can affect their classification for more intensive treatments.
