Answer: Answer should include: Jail populations are very transient, as most residents are there for less than a year, so more resources are dedicated to prisons rather than jail inmates. This limits the types of education, medical, and psychological care available.

 They provide a guide for identifying and managing differently inmates with special needs, such as the emotionally disturbed or those at risk of suicide.
