Answer: Officer McFadden testified that he observed three men casing a business. He believed that he had
reasonable suspicion to stop a crime before it was about to happen. Due to the nature if the crime the
officer patted the suspects down and found two handguns. The U.S. Supreme Court allowed this search
and this created what was called the Terry stop.
