Answer to Question 1

The rotten apple theory is based on police deviance caused by a few individuals who should not have become police officers and whose propensity toward corruption was not recognized during the recruitment and hiring phases. Based on environmental factors, some officers become deviant as a result of either a corrupt political environment or the socialization process.
