Answer to Question 1

Carbon dioxide is used by primary producers. It is readily available from the atmosphere. Primary producers are able to use carbon when converting light energy to chemical energy. The carbon dioxide in the photic zone gets used fairly quickly.
Carbon dioxide levels are high in the aphotic zones and low in the photic zones. There is no photosynthesis occurring in deep waters. This allows carbon dioxide to sink and accumulate in dark waters.
Gasses dissolved are able to do so at saturation in colder waters. Deeper waters are able to hold more carbon dioxide due to the cold temperatures.
