Protonation occurs on the C = O oxygen because delocalization of the charge can occur readily:

No corresponding delocalization can occur if protonation takes place on the singly bonded oxygen

because that oxygen has three sigma bonds and a lone pair and cannot accept another bond.

The C = O group in acetic acid has an inductive effect, withdrawing electrons. More important is the
resonance effect of delocalizing the negative charge in the conjugate base of acetic acid which cannot be
done for ethanol.
