Four simple rules of procedure could largely relieve the criminal justice system of its role in contributing to eyewitness identification problems. The rules are paraphrased as follows:

 Officers who conduct lineups and photographic identifications should not know who the suspect is.
 Witnesses should be told (1) that the suspect may not be in the lineup and (2) that the officer conducting it does not know who the suspect is.
 Care should be taken to ensure the suspect does not stand out in the lineup such that the witness can easily identify him or her.
 The police should obtain a statement from the witness confirming his or her identification of the suspect.
