Answer to Question 1

DHS was created on November 25, 2002, and it became operational or opened its doors March 1, 2003 . All or parts of 22 existing federal agencies became part of DHS. The five security missions are (1) stopping terrorism and enhancing security, (2) securing and managing our borders, (3) enforcing and administering our immigration laws, (4) safeguarding and securing our cyberspace, and (5) ensuring resilience to disasters. DHS had the enormous task of taking 22 different agencies and build one effective agency that communicates and has a united culture and mission. Several mistakes were made along the way. For example, FEMA didn't get mail for a time period because the fee for a Post Office box wasn't paid . Response to Hurricane Katrina was poorly managed and the agency seemed ill-equipped. At one point DHS had19 different financial centers, 22 human resource offices, and 27 different bankcard programs. Many of the critical hurdles have been handled, but DHS is still a relatively new agency and still adapting as the needs of the country change.
