In 1988, Congress exercised its lawmaking power to check the law-interpreting power of the judiciary. In response to the 1984 case, Grove City College v. Bell, they passed legislation that made it crystal clear -
 
  A) if an institution gets federal money, it can only discriminate with moneys given from private individuals.
