ANSWER: Cognitive impairments may be due to genetic inheritance, negative effects of maternal health, disease, or birth defects. On the other end, high cognitive functioning is evident in the talented and gifted childwith extraordinary abilities in one or more areas.

Answer to Question 2

ANSWER: It begins with the mothers health and the effects that poverty may have on poor nutrition, or lack of adequate prenatal care. Substance abuse and smoking also may have a detrimental effect on development. The childs early growth and development may be negatively affected by poverty, poor nutrition and health care, and the lack of literacy experiences and role models of importance of learning.
