ANSWER: (1) To promote positive behavior and enhance the environment of children so they can grow in emotional security and safety, and (2) That each infant or toddler can develop a clear sense of trust and self-confidence and have trust in themselves.

Answer to Question 2

ANSWER: Child development and early childhood experts continue to provide research supporting that primary caregivers must be assigned to the child and provide the daily needs of each individual child continually over time.
