Even if a formal IEP is not required, common sense dictates that a plan should be put in place. Every child with special needs deserves an individualized plan for success, whether it is legally required or not. In any developmentally appropriate program, there will be a plan in place to bring parents together with teachers/caregivers and any other relevant resources to identify the child's needs, set goals, plan strategies for success, and track progress over time.
