Why won't forcing problem ownership on a person (blaming) help solve your problems?
 
  a. Blaming someone only shifts the problem; it does not solve it.
  b. Blaming someone does not change the problem for you and can be destructive.
  c. If a problem is owned, there is no one to blame.
  d. Understanding the problem removes blame.
