Peter attends a private school located in an affluent community in Colorado. Every student in the school has a laptop computer with access to various networks including e-mail and worldwide networks. He has just finished a teleconference with fifth graders in Vermont and he was able to interact with his pen pal with whom he communicates daily via e-mail.

Paul attends an urban public school in Chicago. There is one computer in his classroom, and Paul is scheduled to work at the computer with a partner every Thursday for 25 minutes. In addition, Paul's classroom has a computer class with a specialist in a computer lab every other Friday for 30 minutes. Paul's school is not connected to any networks but funds are anticipated in the next five years.


Briefly explain some of the factors that may influence the degree to which technology is effective.
