What factors brought about the rise of formal institutions as a primary response to social problems. Discuss some reasons behind this belief in institutions for addressing societal problems. Talk about where institutions appeared effective then and where they remain effective today in addressing social ills.

Question 2

The belief that individuals were responsible for their poverty did not go unchallenged. Thomas Paine and Mathew Carey both saw poverty as related to the failure of the economic system. Discuss aspects of these 2 opposing belief systems. Explain 2 ideas of each and how they proposed a solution to poverty and/or other societal ills.
