When another party is paying for one's expenses, this constitutes shared-cost. It is important because business travel, the main beneficiary of shared-cost, would be sharply curtailed if this group had to pay their own bills.

Yes, governments should have a larger role as a national tourism industry coordinator because the United States is a country destination that is not capitalizing on its potential. Tax money should be invested in projects that benefit both local consumers and residents

(e.g., recreation facilities). Governments should only fund projects that are unlikely to obtain money from the private sector.
