The World Travel and Tourism Council (WTTC), based in London, is an organization primarily composed of and funded by travel and tourism businesspeople who promote the importance of the industry to governments and the public and also issue studies on the impact of the industry worldwide. The UN World Tourism Organization, based in Madrid, is a quasi-governmental agency funded by income from the sale of its statistical publications and grants from the United Nations. It sponsors conferences worldwide and is the principal gatherer of basic country-to-country tourism flows.

There are several ways to define a tourist. Perhaps the most common definition would be that adopted by the UNWTO: Activities of persons traveling to and staying in places outside their usual environment for more than one night but not for more than one year for leisure, business and other purposes. This definition encompasses many travelers including truck drivers transporting goods from across boundaries who are obviously not tourists, but would exclude real tourists who are day-trippers like neighboring New Jerseyans visiting New York for a Broadway show and a meal but not staying overnight. Another common definition simply counts everyone as a tourist who travels at least 50 miles from home and stays away overnight.
