Answer 1

a

Answer 2

Washington proposed that African Americans defer demands for political equality until they had built up an economic base. Assessing this compromise requires that students look closely at the context. Defenders of Washington might well argue that at a time when lynchings were occurring every other day, the likelihood that black people could defend their political rights was nonexistent and that Washington was advocating a temporary expedient in the face of overwhelming white power. Critics will emphasize that Washington's failure to defend these rights legitimized their continued erosion. They will also emphasize that the alleged economic gains were often ephemeral.
