 Primary  goal is to reduce or eliminate risk; could be universal (all children), selective (at-risk) or indicated (more intensive services for at-risk)
 Secondary  goal is to detect early signs and intervene; remove barriers such as access, cost, effectiveness
 Tertiary  goal is to respond to clinically significant disorders; restore functioning and minimizing future impairments
 Should include something about saving resources in the future by addressing children's issues early in their development.
