A (1 - α)-level confidence interval for a population proportion that has  a margin of error of at most E can be obtained by choosing

n = 0.252 rounded up to the nearest whole number.
Explain why, if is not equal to 0.5, this will result in a larger sample size than needed to obtain the required margin of error.
