Assurance relates to ensuring that there is quality in the workforce. Public health must maintain quality in its workforce and continually evaluate service effectiveness whether delivered to the individual, the community, or the population. Assurance does not address provision of the same services to all citizens or contracting with outside agencies to evaluate effectiveness. Assurance does not address elimination of low-quality services.

ANS: C
Quality assurance is concerned with the accountability of the provider, and it is only one tool in achieving the best client outcomes. QI refers to actions that lead to measureable improvement in health care services and health status. Community needs are not assessed nor are standards for care established and evaluated through the quality assurance process.
