a. Discuss how Rossiter was a presidential scholar who saw war as a mechanism by which presidents gained power and how that power could be used to influence policy in spheres not related to the conflict. Examples could include Franklin Roosevelt's request that Congress extend him broad power to wage war against depression, Hayes dispatch of troops to restore peace during a railroad strike, and Truman's actions to save states from storms, fires, and floods.
b.Explain the concept of the constitutional dictator outlined by Rossiter as a condition for the survival of the state during a time of war and that it required adherence to the following conditions: power concentrated in the presidency, power exercised beyond its traditional bounds, and executive branch freedom from constitutional prescriptions, noting that expansive presidential power was not a sufficient condition for the survival of the state but seemed to be necessary.
c.Note that Rossiter recognized the dangers inherent in a constitutional dictator to democratic government and civil liberties, and thus the legislative and judicial branches must actively resist it during peacetime and at any time when the survival of the state is not in question.
