The types of government projects that would be so large as to require firms to form a joint venture in order to bid on them are concrete dams on major rivers, nuclear power plants, and military installations (other answers are possible).

Answer to Question 2

It is advantageous to form joint ventures in relation to the terms of the financial obligations of joint venture partnerships because it increases the performance bonding capacity for government construction projects. The bonding capacity of each joint venture partner is added together to determine the overall bonding capacity of the joint venture partnership.
