State child support enforcement agencies' problems will probably not stem from:
 
  a. Modification of a child support obligation on their own initiative.
  b. Locating an employer if the obligor fails to notify them of a change in employment.
  c. The volume of payments needed to be processed each month.
  d. Employers delaying the forwarding of payments to the agency.
