Answer to Question 1

The private companies tout cost-effectiveness, lower rates of recidivism, and more efficient institutional operations. However, in studies conducted on both, private and state-run prisons are about the same in these categories. Specifically, evaluation studies on the cost-effectiveness of private versus public institutions have been inconclusive. The research is mixed regarding recidivism rates between inmates released from state prisons compared to inmates released from private prisons.

Answer to Question 2

The federal level is highly professional, has excellent career opportunities and esprit de corps among personnel, offers more effective programs, and appears to have less recidivism. The BOP provides up-to-date skilled management and staff training for people who want to make a difference. They also rotate top administrators every 2 or 3 years to maintain a high level of professionalism that reduces stagnation and burnout.
