  paradoxical effect.

Alcohol sedates brain activities, which is why it is classified
as a central nervous system depressant. One of the first
regions of the brain to be inhibited by alcohol governs social
behaviors. The inhibitory effect of alcohol on this portion of
the brain makes a person feel relaxed and more outgoing.
However, disinhibition (inhibiting inhibition) can result in
behaviors that are out-of-character for a person and can also
impair judgement.
