No. The court stated that it had little trouble deciding that the FLRA did not abuse its discretion in this case, where the union repeatedly violated legal prohibitions against strikes and other job actions, participated in job actions after the issuance of injunctions and restraining orders, and defiantly participated in a willful and intentional strike. If the extreme remedy that Congress enacted cannot properly be applied to this case, the court doubted that it could ever properly be invoked..
