The FLRA is empowered to determine the appropriateness of a representation unit of federal employees. The FLRA ensures the employees the fullest possible freedom in exercising their rights under the FSLMRA in determining the unit, and it ensures a clear and identifiable community of interest among the employees in the unit to promote effective dealing with the agency involved. The FLRA may determine the appropriateness of a unit on an agency, plant, installation, functional, or other basis.
