The Federal Labor Relations Authority (FLRA) is the federal agency created under the Federal Service Labor-Management Relations Act to administer federal employee labor relations. The FLRA is composed of three members who are nominated by the president and confirmed by the Senate. The FLRA is empowered to do the following:
Determine the appropriateness of units for representation;
Supervise or conduct elections to determine if a labor organization has been selected as the exclusive representative by majority of the employees in the appropriate unit;
Resolve issues relating to the duty to bargain in good faith; and
Resolve complaints of unfair labor practices.
