Division of labor and specialization; hierarchy of authority; rules and regulations; impersonal relationships; careers, tenure, and technical qualifications; and efficiency.

Answer to Question 2

Those with the highest level of network centrality have no need to bully others, and those with low network centrality lack the power to effectively bully others. Those in the middle have the most incentive to bully to keep their position.
