The debate over legalizing certain illegal drugs has centered on
 
  a. whether or not illegal drugs are more harmful than addictive but legally available substances.
  b. whether or not government's antidrug policies are effective.
  c. whether illegal drug addiction should be viewed as a health problem or a crime problem.
  d. just how physically harmful illegal drugs are.
