  b. An insurance company employee fell and hit her head in a stairwell during a prescheduled fire drill. She is unconscious and the other employees, unable to get past her, are beginning to crowd together on the stairs above the scene. Several floors above, somebody begins yelling at the line of people to start moving.
  c. A man attempted to rob a bank, and when law enforcement arrived he began shooting at the police and at random bank customers.
