They plan a series of steps to move the organization to accomplish the goals. As an intervention technique, goal setting typically follows team and interteam building. Goal setting in this use can be used on an individual, team, interteam, and organization-wide basis. When MBO includes a team approach and real participation of subordinates in setting goals, mutual trust between subordinate and manager, and concern for both individual career goals and organizational goals, MBO logically follows team and interteam building in an OD program.
