Goal setting is a process that occurs throughout the OD program and it can also be an intervention technique that occurs after team and interteam building. As a process, goal setting occurs in the early stages of the OD program when managers and other employees develop with an OD practitioner ideas for what the organization should be like. They plan a series of steps to move the organization to accomplish the goals. As an intervention technique, goal setting typically follows team and interteam building. Goal setting in this use can be used on an individual, team, interteam, and organization-wide basis. When MBO includes a team approach and real participation of subordinates in setting goals, mutual trust between subordinate and manager, and concern for both individual career goals and organizational goals, MBO logically follows team and interteam building in an OD program.
