In health care, the health care provider (buyer) ordering the hospitalization or treatment is a doctor or nurse. The provider is not the payer, nor is the patient (buyer) who is using the hospital or treatment. The actual payer is the third-party reimburser (insurance company or government). Consequently, the financial impact of the decision on the provider (buyer) and the patient user (buyer) is skewed.
