The application of quality improvement strategies comprises six areas of performance. They include:
 
  1. Providing appropriate and effective care if possible
  2. Elevating access barriers
  3. Reducing unjustified geographic variation in care
  4. Application of managed care to all citizens

Developmental disabilities are chronic impairments that occur during development and up to age 22. Disabilities limit functioning in at least three of seven areas. These may include:
 
  1. Dependent living, education, and finances
  2. Race, gender and ethnicity
  3. Care giving, dependence, and limitation
