One of the main purposes of this legislation was to make health insurance affordable for middle class families and small businesses with one of the largest tax cuts for health care in history: re-ducing premiums and out-of-pocket costs. This act does not create a government-funded insur-ance program nor does it increase funding for public health agencies.
