A primary prevention strategy to reduce child abuse and neglect is
 
  1. Counseling parents suspected of abusing their children and teaching them stress-reduction techniques.
  2. Parenting education to improve parent/child relationships.
  3. A program to educate the community on how to spot children who have been abused and how/where to report them.
  4. Providing support services such as crisis hotlines and respite care.

Sam Peterson is a nurse in a public health clinic that provides primary care for low-income families. One Tuesday he helped care for Clarissa Johnson, a 4-year-old Medicaid client.
 
  Developmental testing showed that Clarissa was slightly delayed. To help Clarissa overcome some of the effects of poverty (poor education, lack of social services, lack of dental and health care), Sam referred her mother to the nearby:
  1. Community and Migrant Health Centers Program.
  2. Early and Periodic Screening, Diagnosis, and Treatment program.
