A primary prevention strategy to reduce child abuse and neglect is
 
  1. Counseling parents suspected of abusing their children and teaching them stress-reduction techniques.
  2. Parenting education to improve parent/child relationships.
  3. A program to educate the community on how to spot children who have been abused and how/where to report them.
  4. Providing support services such as crisis hotlines and respite care.
