Constitutional reform in Texas most likely failed because of several factors. First, the proposed constitution made fundamental changes to the old one, something that would have required a much more thorough voter education campaign to increase the likelihood of passage. Second, Governor Dolph Briscoealthough an advocate of constitutional reformopposed the provision to change from biennial sessions of the state legislature to annual sessions, arguing that it would increase the cost of government and most likely require tax increases. Third, while there were good reasons to streamline the old constitution, there was no crisis to do so.

The long-term concern is the solvency of the trust. Solvency is a problem, focusing on more retirees living longer and a smaller number of workers contributing to the trust through payroll taxes.
