Second, Governor Dolph Briscoealthough an advocate of constitutional reformopposed the provision to change from biennial sessions of the state legislature to annual sessions, arguing that it would increase the cost of government and most likely require tax increases. Third, while there were good reasons to streamline the old constitution, there was no crisis to do so.
