Answer to Question 1

Equitable reimbursement for rehabilitation cannot be made on the basis of DRGs, because many factors other than those considered by the DRG system determine the patient's functional level and, thus, his or her recovery.

Answer to Question 2

(1) the needs of the person from a rehabilitation perspective; (2) desired outcomes and expectations of the patient; (3) outcomes anticipated by the interdisciplinary team; (4) the use of assistive technology as needed; and (5) the use of assessment findings to direct the development of the individual's plan
