Yes. The discharge (Q) is a product of the velocity (V) and the cross-sectional area (A ); that is, Q = VA. To maintain the same discharge while changing the velocity, it is necessary to change the cross-sectional area at the same time, and in the opposite manner. For example, if the velocity is increased, the cross-sectional area would need to be decreased by an appropriate amount.
