The climatic conditions limit the possibilities for agricultureespecial ly export-oriented production. To provide alternative means of employmentbeyond the production of, say, opium, other forms of assistance are required, including an expansion of educational opportunities. Investment in basic infrastructure will also be required; all of these will require substantial sums of money. As part of its war on terror the international community can help through the provision of investment and infrastructure.
