To provide alternative means of employmentbeyond the production of, say, opium, other forms of assistance are required, including an expansion of educational opportunities. Investment in basic infrastructure will also be required; all of these will require substantial sums of money. As part of its war on terror the international community can help through the provision of investment and infrastructure.
