The Harrison Narcotic Act (1914) established initial regulation of narcotics. This law has been superceded by other legislation, such as the Comprehensive Drug Abuse Prevention and Control Act (1970). This act, also known as the Controlled Substance Act, established categories or schedules of various controlled substances that are minimum standards for all states, but individual states can enact laws for stricter control of these substances. Schedule C-III drugs are those containing limited quantities of codeine.
