Rationale: Plastic or heavy-cardboard picture books are safe for any age child. Tinker toys have a great many sticks and small pieces that are not safe for the small child. Large jigsaw puzzles also have small pieces that a child could swallow. Stuffed animals can carry dust, cannot be cleaned, and would be dangerous in an area where many children of all ages might play with them.
